CONSTITUTION

The Dynasty Retro Baseball League (DRBL, or "Derby") is a retro Strat-o-matic baseball league created and designed by the Lecher brothers. The league will begin in the 1920 season with 14 teams, four divisions and two leagues.

Expansion will be conducted as follows:
1920 = 14 teams, 2 human-owned
1950 = 16 teams, 4 human-owned
1969 = 20 teams, 4 human-owned
1977 = 24 teams, 4 human-owned
1993 or 1998 = 28 teams, 4 human-owned

ROSTERS
Human-owned teams shall have a maximum roster size of 30. There must be at least two representatives for each position.

KEEPERS
The amount of keepers per season will be based on the amount of wins during the previous season:

162-game season
24 = 80 wins or less (25)
23 = 81-89 wins (24)
22 =  90-99 wins (22)
21 = 100-109 wins (20)
20 = 110-119 wins (18)
19 = 120+ wins (16)
18 = 120+ wins & league championship (15)

154-game season
24 = 77 wins or less (25)
23 = 78-86 wins (24)
22 =  87-95 wins (22)
21 = 96-104 wins (20)
20 = 105-113 wins (18)
19 = 114+ wins (16)
18 = 114+ wins & league championship (15)


DRAFTS
If an owner drops an uncarded player, that player becomes available in his next carded season's draft.

FRANCHISE PICK
Owners have the option to surrender their first round draft pick to obtain an incoming rookie from their franchise. This player must remain on their franchise team for a minimum of three seasons.

KEEPER PICK (also known as the "Mike Schmidt Rule")
Owners have the option to surrender a draft pick to add more players to their keeper list.  The pick surrendered will be based on the following:
1st round pick is surrendered for a player with more than five (5) years remaining.
2nd round pick is surrendered for a player with 3-4 years remaining.
3rd round pick is surrendered for a player with 1-2 years remaining.

"RESERVE CLAUSE" DRAFT (also known as the "Joe DiMaggio Rule")
Owners will have one chance to draft the players they've always wanted to manage with the Reserve Clause draft. This draft is a separate entity from the normal offseason draft. Four rounds in serpentine order (#1 pick chosen randomly), owners will take turns picking any player in the history of the Major League Baseball. When that player is a rookie, the team that drafted him will utilize their first round pick that year to obtain said player. This player must remain on their team for a minimum of three seasons.


USAGE
Players will be allowed 110% of their actual MLB usage based on following categories:
Batters - 110% of plate appearances (AB + BB);
Pitchers - 110% of innings pitched (IP) and games started (GS).

* 1981 USAGE will be 140% due to baseball strike (75% UHOLH).
* 1994 USAGE will be 140% due to baseball strike (75% UHOLH).
* 1995 USAGE will be 120% due to baseball strike (60% UHOLH)

DECADE USAGE RULE
In every decade, each owner will have 100 points with which to use towards minor overusage. One point is equal to one percentage over 110%.

STARTER/RELIEVER RULE
Prior to gameplay, an owner may designate one starting pitcher as a starter/reliever. The pitcher will be assigned a rating of 6/3/N. This SP is limited to the following:
* Only one SP per season is allowed.
* SP must have less than 120 IPs in real life.
* SP may make a maximum of five starts during the season.

"Use Him Or Lose Him" RULE (UHOLH)
Players must reach a minimum of 60% usage (plate appearances or innings pitched/games started) to be an eligible keeper in the following season.

* EXCEPTION: During the war years (1941-1945), UHOLH rule will be 50% and keepers will be +2 players.

UHOLH Exemption
Any player with less than 20 PA or 10 IP is exempt from the UHOLH rule.


TRADES
Trades are not allowed between HAL teams and human-controlled teams.

Trades may occur between human-controlled teams managed by the same person. If this occurs, traded players must remain on their new team for a minimum of three years.

GAMEPLAY
In the event of one owner possessing two teams in the same series, the owner will control only the home team for each game (HAL will control the away team).


PLAYOFFS

1920-1968
Division winners will play the League Championship Series.  Winners will meet in the World Series.  All series will be best-of-seven (2-3-2) format.  Home field will be determined by record.

1969 PLAYOFF CHANGES
Playoffs will be expanded to include an additional Divisional Round. The two divison winners and the top two wild card teams (by record) will make the postseason. Division winners will host wild card teams in the Divisional Round in best-of-seven (2-3-2) format. The LCS and world series remain the same.

TIE-BREAKERS
To determine draft order in the event of a tie between two or more teams, the following criteria will be used:
1. Head-to-head record
2. Intradivision record
3. Interdivision record
4. Record in final month of season
5. Record in final two months of season (and so on until tie is broken)


EXPANSION FORMAT (1950)
Expansion for human-controlled (HC) teams in 1950 will occur in the following manner:
1. During the 1948-49 seasons, HC teams may declare up to six players as designated for trade to their expansion teams in 1950. These players will have a revised UHOLH rule of 25%. Roster cap for these seasons will be expanded to 35 players.
  * These players do not need to be declared until 1950 unless the revised UHOLH rule is utilized.
  * If a player is designated for trade and then rescinds, the player will be lost if regular UHOLH requirements are not met.
2. HC expansion teams will participate in the 1949 draft (rounds 3-7) and draft up to four players.

EXPANSION DRAFT
1. HAL teams will protect 8 players, HC teams will protect 15 players.
2. The remaining players on each roster will be ranked and placed in groups of four.
3. When a player is drafted, the remaining players in his group will return to original team.
4. HAL teams may lose a maximum of four players, HC teams may lose a maximum of two players.
5. Draft will continue until each expansion team retires from draft or reaches 24 players.

NOTES:
* All HC teams will be at or below 30 players by the start of the 1950 season.
* Expansion draft occurs before the regular 1950 draft.
* In the regular draft,  expansion teams will be placed after non-playoff teams and before playoff teams (#11 and #12).
* Whichever team picks first in expansion draft will be assigned #12 pick in regular draft.
* Whichever team picks second in expansion draft will be assigned #11 pick in regular draft.


MVP REVISED VOTING
In order to create more realism and excitement in MVP and Cy Young voting, the following table will be applied to multiple award winners:

3rd time - 20 / 15
4th time - 30 / 20
5th time - 40 / 25
6th time - 50 / 30
7th time - 60 / 35
8th time - 70 / 40
9th time - 80 / 45
10th time - 90 / 50+
11th or more -100+

A rookie is a player with less than 100 at bats or 40 innings pitched, regardless of years of service.


HALL OF FAME PROCEDURES
Hall of Fame voting will be conducted every five years beginning prior to the 1940 season. 400 total votes will be allotted to each nominee from the DBWAA ("Derby Baseball Writers' Association of America"). Nominees need 75% of votes (300) for induction. Nominees will be eligible for three voting sessions (15 years) and will forfeit eligibility when 25% (100 votes) is not reached or a human owner does not vote for a player in two successive sessions.

Each human owner is allotted 100 votes per nominee. The remaining 200 votes are decided by HAL and are determined from career accomplishments.

Career accomplishments are based on five categories:
Milestones (80 max)
Awards (60 max)
Championships (40 max)
Longevity (20 max)
Bonus (no maximum)

The minimum usage for inclusion on ballot are as follows:
Batter - 4000 AB
Pitcher - 1800 IP (starter) / 600 IP (reliever)

For each player that remains on ballot for more than one season, a 25-point boost will be given.

After twenty years, all balloted players are eligible for the Veteran's Committee ballot. These players are nominated by human owners and decided solely by human owners.

TEAM HALL OF FAME ADDENDUM
Each human-owned team may elect one player for their own Hall Of Fame at the conclusion of each season, beginning in 1940. Players will be eligible for election the following year after retiring from DRBL. Only one player per season may be elected per team.
